Unable to update passwordfile

I had an issue with OEM and needed to recover the database and app server to a new VM. I have been able to restore the database but when I try and reset the password file for SYS (needed to configure OEM) I am unable to.

I can create the file and can connect as SYS via the OS but when updating the password for SYS the password file does not update and there are no users listed in v$pwfile_users

The password file has been recreated, using Force and version 12

I must be missing something but I can't think of any other steps. Checked sqlnet.ora already
