Order is not using THUs

Can any one provide the input of these?

We have created several ship unit specs with unit type as 'Transport Handling Unit' with different dimensions. We expected OTM to choose the right THU based on wt. and dims on the line item.

Ex1: Created a line item with 50 lbs. OTM didn't use any created THU at all. Is it the expected behavior? How do we force OTM to use one of the suitable THU's?

ex2: In another scenario, created 2 THU's. THU1 max. weight is is 25lb, THU2 is 75lb My order release line item weight is 50lb.I Hardcoded THU1 on Item. OTM still picks up the hardcoded THU1 even it is doesn't have capacity to hold on weight of the item which is 50lb. Under Ship unit of order release, I see THU1 displayed. I expected OTM to pick THU2
