Fluid Position Management Effective Sequence Behavior

We are on-premise PeopleSoft 9.2, Release 35, Tools 8.58.06. I am in the early exploratory stages of Fluid Position Management implementation. As part of this exercise I have entered same-date effective sequenced rows for a vacant position. The effective sequence rows remain until the fluid sync app engine runs then only top of stack row appears in Fluid with eff seq #0. For example, position has a 01/02/22 (POS/NEW) eff seq 0 row then admin role adds 01/02/22 eff seq 1 row (POS/UPD) with a Reports To position value entered. Initially both
