Should there be 3 radio buttons for admin action for GSS Ad Hoc Salary Changes

We are on PS HR 9.2 and use full position management. We have turned on the GSS Ad Hoc Salary Changes and when the Admin goes to approve it under Administrator Actions, there are only 2 radio buttons. It is missing the "Select this option to approve the transaction and automatically update the database". Since pay changes don't involve position management, I believe this radio button should be available.
