Lump Allotment - Days

We'd like to do a lump sum allotment for leave plan, annually? I'm trying to find the right settings on a leave dba for 15 days as of January 1st if actively employed. It would not need to be an accrued liability; just expensed when used.

I am not having good luck with coming up with a good source or method of calculation since it's just a flat amount one time.
