Administer Positions >Please wait for the initialization to finish, POSITION_DATA_E question

Hi, I am trying to test Fluid Position Management. When I go to the Position Management tile and click Administer Positions, it just spins and say "Please wait for the initialization to finish."

I believe I have run all the processes and granted the necessary security so I am not sure what is wrong. Thanks, Susan
