Medical Benefits HCM Extract is skipping employees

in Compensation and Benefits - EBS (MOSC) Question

We have a HCM Extract that sends our the employee medical benefit enrollment data to third party vendors. But we have identified that it is skipping around 40+ associates who already have active benefits in the application. I tried various ways but unable to trace out the issue.

Any help is appreciated
