PeopleSoft HCM 9.2 - PSPACCRL COBOL Program - Hours worked threshold

Does anyone know what the minimum hours worked threshold is for the delivered PSPACCRL COBOL Leave Accrual program to calculate Leave accrual for the Pay Period? It's not clear in the configuration or program logic. One of the Vacation Leave Plans we have setup has Accrual Calculation of "Months" for Service Units and "Hours per Week" for Accrual Rate Units and the weekly accrual is set to 1.54 per weekly Pay Period.
