Manage Hire Issue

Has anyone run into an issue where there is an error on the Asynchronous Services page that is causing an issue with manage hire? None of our employees are moving to manage hire because of this. I go into the Error and previously I was able to either resubmit or cancel and now I'm getting the error below saying only users with permission to the service operation can issue a resubmit or cancel. I
