Does one really need to run datapatch for new databases in a patched Oracle_Home?

Hi everybody,

in the readme for Windows Database Bundle Patch 19.14 (and older ones) I found this one (chapter 3.4):

'You must execute the steps in Section 3.3.1, "Loading Modified SQL Files into the Database" for any new database. There are no actions required for databases that have been upgraded'

'3.3.1' is 'Load Modified SQL Files into the Database', i.e. running datapatch after patching the Oracle_Home. It is reasonable that one needs to do this for existing databases.

But ist this really necessary for databases, which you create after patching the server?

The dba_registry_sqlpatch lists the patch already (apply = success).
