Access to load data from HFM to HPCM using FDMEE

I have a user-K who has read only access in HFM but has Administrator access in HPCM.

The user-K wants to load data from HFM to HPCM using FDMEE.

What access in HFM and FDMEE should the user need in order to trigger this data load from FDMEE.

I tried from my end and without Administrator access to HFM, the user-K is unable to trigger the data load.

HFM User group want to keep the Administrator role to a small group and hence they are asking me to check other access options to this user-K instead of giving Administrator role to a HFM read only user only for performing a data load couple of times in a month.
