Establishing Hour Limits for an F06147-controlled accrual

I am trying to calculate something very basic, that is, to set an annual limit expressed in hours as controlled in F06147 however the payroll calculation does not comply with the setup and keeps creating the accrual in F0709 in subsequent payroll runs in the same fiscal year regardless of the annual limit already attained.

Prerequisite: F06147 contains, for the same fiscal year, a transaction corresponding to this DBA with the maximum number of hours; the record has been created by the previous payroll run final update therefore all key fields are exact since that record has NOT been created manually using P07147 application.
