How can I make a milestone start date a project level configured field?

At the project level, I can view our department's list of projects, location, planned project or actual project start and finish, manager assigned, etc. However, our team need to see the anticipated construction start date for each of our projects. We have this as a milestone in our project schedules. How can I add this date as a configured field at the project level so I can add that to our overall project list view? Is there a formula that will accomplish this?

The formula would need to read the project ID, find the construction start milestone for that project (this could be an activity code) and then return the date for the construction start of that project.
