Unable to insert column page break and select position to left in FR Studio

I'm trying to build a report in financial reporting studio. When I try to insert a column page break in the middle of the grid, the option to "position to left" is not there to select. I've built reports in the past and had that option, but cannot find it now. I've researched several databases/help centers and all provide the same instructions to select "position to left"...and it isn't there. Anyone else experiencing this?
