SQL plus error after upgraded database to Oracle 19.14

After Oracle database is upgraded from 12.2 to 19.14 - connected from TOAD OK but getting connection error(01017 error ) from SQL plus Release 10.1.0.4.2 . Any specific SQL plus version Oracle19 is certified with? What is the fix?

in alert log on server:

Fatal NI connect error 12170.
