Is there any way to have Deliver-To Location initially be blank? (iProcurement)

When adding items to a Shopping Cart or Requisition in iProcurement (12.2.9) is there anyway to have the Deliver-To Location initially display as blank so that the user has to deliberately choose a location, or purposefully set their preferences? The prepopulated mandatory field using the HR Location is causing a lot of misdirected goods because in my case my users rarely need items shipping to where they are physically located. It's being overlooked because it's already populated. I'm advocating that for users who have not set their preferences, the field should still be mandatory but not pull from their HR
