Cloning Oracle Home on Windows

Hello,

I am having a bit of trouble with Cloning an existing Oracle_Home to a new target home on windows platform (2016 Standard).

Since it is impossible to change the Oracle_home user after an installation using windows virtual account, based on the PDF doc below, I was doing some research to find out how to clone the existing Oracle_home to a new Home with New Oracle_Home user such as, local or Windows domain account.

Based on these steps below, i followed everything from steps 1-5. Now my question is after I unzip the all the files into the New Oracle_home directory path I created (Target), should I run the setup.exe utility to install a new oracle software only then move onto step 6 to get the clone done or does the clone install the new software and update the Oracle_Base and other necessary files?
