Unable to stop production partial which has less than 10 percent variance

We are working on 12.2.9 and ATO item is not configurable.

Case : Line quantity - 50, Onhand Stock = 0, Job release = 50, completed : 49, Sale Order Line status remains Production Partial.

want to stop creating a work order for 1 qty.

Kindly advise, how to stop creating new work order when onhand shortage is less than 10 percentage.
