ZD_SYNC column in the fnd_lookup_values shows new data as INSERTED not as SYNCED

Hi Experts,

We loaded 3 records in 12.1.3 19c environment in the fnd_lookup_values table as are showing as SYNCED but after the upgrade to R12.2.9 we could see the two new records entered in the fnd_lookup_values table, but shows as INSERTED.

We could see the previously entered old 3 records in the AME but the 2 new records doe snot appear and i suspect their is a synchronization issue.
