F4600 Putaway Override Location

The warehouse request table (F4600) contains a field PTYN (Override Location), which seems to enable the system to override the (to?) location on a putaway request. However, when the To-Location is populated with a existing location and the Override Location Flag with value 'Y', the suggestion to location is determined with the putaway instructions, instead of the To-location in de request.

1. What is the purpose of this field?
2. Is it possible to override the suggestion in a LPN environment by using the To-location in the Warehouse Request? The manual planner is not suitable for my customers business case and Putaway Reservations is not to be used in LPN environment.
