Can't Find ADF Patch 28071727

I've installed Fusion MiddleWare with Weblogic v12.2.1.4 which is required for RPAS. However, ADF Patch 28071727 is also required. The only patch I found with that number is related to JDeveloper 12.2.1.3. Upon successfully installing Fusion Middleware, I attempted to install this patch and the system stated:

Skip patch 28071727 from list of patches to apply: This patch is not needed.

I am not sure if this the correct patch, or if not that's why it didn't apply. Or maybe the Middleware release has that patch incorporated already. I can not find an ADF Patch 28071727 however. It's not in Metalink or anywhere on Oracle Support. Does anyone know where I can find this patch if that is not the patch.
