load_factors in Solaris Cluster

A design question about Solaris Cluster.

For our LDOM Resource Groups we have Load_Factors configured. The goal is to avoid overload the Cluster Nodes.

What we see now, is OFFLINE Resource Groups are takes online by the cluster after another Resource Group is manually taken offline.

We would like avoid that. We would like to keep the Resource groups down.

Is this by design or a bug?

What is the reason to take a OFFLINE RG automatically online?
