It is possible to add authorization level a inventory transfer between organizations without a cust

We are looking for a natural way to implement a requiried authorization in a inventory transaction between organizations, we don't want to do a custom development so the question we have is if this is possible with the tools in EBS using some module o some configuration.

Example case.

We have the item 1 in the organization A, subinventory PT, location floor1 and want to pass to organization B, subinvenroty PT, location floor1 but this move needs a authorization. How to implement the authorization with natural function in EBS?
