Tel URI to SIP URI HMR

Hello,

We are trying to establish an interconnect with an operator that sending tel uri in the "From"  P-Asserted-Identity, We need an HMR to manipulate this to "sip uri" before send it to core since the core doesn't support tel uri, and when the core send out to the operator, need to convert back to tel uri. Appreciate if you can help with the HMR.
