Scheduled notifications in Sales Cloud

Team,

Have a requirement to send reminder notification email to assignee (scheduled notifications in every 15 mins) when a service request is assigned and not attended.

Below options were explored :

1)Service Offering

2)Groovy notification triggers

3)Scheduled groovy object function

4)Workflow approvals and notifications ( Didn't find any related to service request)

What is the best option to perform this .
