How do you prevent users from accessing the configuration Icon or deleting a component?

Hello,

We're on Oracle R12.2.10 and are setting up ECC for the users to access.

I'm sure this is obvious, but it's not leaping out at me short of doing a penalization. How can we restrict the users from the configuration icon or deleting components ?
