Database Install/Upgrade/Opatch (MOSC)

Installation wizard is not opening up during Oracle database 1903 installation in windows 10 x64bit

in Database Install/Upgrade/Opatch (MOSC) Question

Hi ,

Trying to install oracle database 1903 so downloaded this package from oracle support center downloads page (WINDOWS.X64_193000_db_home.zip) and used 7zip to extract the files into a folder db_home in c: drive

After extracting when executing the setup.exe the installation wizard is not loading up, its blank page with no options showing up

In the installation logs below are the lines
