How to create Purchase Requisitions against a blanket purchase agreement through Open Interface

I have a requirement to create Purchase requisitions against a purchase agreement through PR open interface. Is it possible to do this? If so how to do it (Im populating these interface tables-PO_REQUISITIONS_INTERFACE_ALL and PO_REQ_DIST_INTERFACE_ALL. )
