P4310 line number .001 wont create records in F4074

Hello,

In P4310 processing option "6. Line Number Increment" if we give whole number like 1.000 or 1 or leave it blank it works fine

but if we give 0.001 or 0.01 in processing option, purchase order will create but when I select price history I don't see any record. also, there is no data in F4074 for that order

Any idea what could be the issue?
