Field ADDS state and duplicate states for example US and Italy overlap

Can anyone please help with how over lapping states can be handled in the address book in UDC 00/S field ADDS?

I have an issue with needing US and Italy states which have the same 2 digit code and the system won't allow duplicate codes. For example MI is Milan and Michigan and both are needed for reporting and address details.

Any ideas please?
