Failover and Failback procedure for multiple EM agents

When multiple EM agents are configured to monitoring target environment, if the host running the agent that has Exadata DB machine targets fails then will the agent (automatically) failover to the redundant agent and when the original host gets back online, will failback also happen automatically?

so failover and failback, are they automatic or manual?
