Payables 12.2.9 Profile option to allow closed tasks?

After upgrading to this version it seems we need to re-open a closed task that is matched to obligated PO in Payables. We need to be able to close tasks for new obligations while allowing existing obligations to be paid.

Is there a profile option available to allow this functionality?
