Why doesn't the setup.exe button work when I'm trying to install 19c DB or Client

I'm trying to deploy a dev/test DB on a Windows 10 laptop. I download "19.3 - Enterprise Edition (also includes Standard Edition 2), Microsoft Windows x64 (64-bit) version". I unzip it into a folder on my C: drive called, "Oracle 19c Database". When I click the setup, I get the "Do you want to allow this app to make changes to your device" popup and click "Yes". Then the popup disappears, and nothing happens. I've tried running it as Administrator, and not. I've tried it on 2 different laptops. I get the same result when I try to use the setup button to install the client. Any thoughts?
