Error ORA-12170: “TNS: Connect Timeout Occurred” connecting through DB Firewall

I have configured oracle AVDF on 4 target databases and added Exadata SCAN name to route traffic towards Databases. Suddenly 2 of the database are showing Connection Timeout:

Error ORA-12170: “TNS: Connect Timeout Occurred” 

users are accesing database using firewall IP, DB Service name and firewall proxy port.

Details added in target are correct. Can anyone share the similar experience or how to troubleshoot this error.
