How do I get the Add To Widget (three dots)> Add to favorites link to work for documents in Performance Management?

For certain pages, see Paths, the Add To widget (three dots)>Add to Favorites link will not add the page to favorites and will display the error message "This page can't be added as a favorite, because it is not registered in this portal." The pages are registered in the portal>structure and content.

Oracle Version: HRMS 9.20.00.628

The oracle solution referenced below modifies the header for all users by adding a hyperlink next to the page name, the hyperlink text is determined by us, for example a page like Transfer Document will display the header "Transfer Document Add to Favorites" if the hyperlink text was 'Add to Favorites,'
