Onboarding Management DEMO questions - How do we activate this function

Hello Oracle - after Reading PeopleBooks and watching PS Videos on Youtube, I am still not able to get any one but DHO (delivered) to work through Onboarding. I think it has something to do with activating delivered inactive Event Handlers, but cannot seem to find them.

My new Hire is David Ho's brother - Goliath Ho and he is configured exactly like David less the dates - he is hired in February 2022.

So, in HR Administration Tile, HR Administration Tile, Onboarding Menu, and Manage Onboarding Event, supposedly the process is that the new hire is created, then a process is run or kicked off or triggered to enroll him in the Onboarding Template Assignment with the date of the Hire row on Job. This is not firing off, and I am trying to figure out why. I am trying to find out what the Create Trigger OBD is and where it is at, and hoe can I turn it on.
