Unable to connect to Weblogic instance in Eclipsed via Oracle Enterprise Pack for Eclipse 12.2.1.8

Hi, I have recently installed Eclipse 2021-09 (4.21.0) and has installed the OEPE (12.2.1.8). It seems like the plug-in has no issue detecting the WebLogic installation (10.3.0.6) and is able to create domain and such. However, when I tried to "run" or "debug" the server, it seems like it did start the instance but is unable to "connect" to it (the error message shown is " failed to start" when the console is reachable). I have downgraded the Eclipse to use JDK11 as I read that JDK17 does not play well with OEPE. Any other words of
