Onboarding - Multiple Jobs

I am confused on how the multiple jobs works with Onboarding. I have been testing Onboarding by hiring employees on multiple records with same effective date and it seems that only the first hire was considered. So how does it work with multiple jobs. Each HIre/Rehire should generate an Onboarding event?

Also when you add an event for he employee through the administrator page, the Onboarding event /Tile does not get generated. Can you add an event through Manage Onboarding Event?
