autoupgrade non cdb to pdb

when upgrading (oracle 12 to 19c) from a non cdb to pdb using autoupgrade, does the new oracle 19 instance/cdb need to be creating and up, prior to running the autoupgrade tool in deploy mode? and does oracle 19 support the non cdb instance? I thought adapting the multi-tenant architecture was required for Oracle 19?, was this delayed to Oracle 21?
