How the layer checking works in Warehouse Management

My requirement is

In warehouse , we maintaining 3 layers for each location .But we need to maintain 2 layers for 1 item only because weight limitation . So how system will setup if this item received at warehouse and during putaway ,it will consider or restrict with only two location/two layers and more than that it won't allow layer 3 . Instead it will select another location .

I need to assistance , how to setup this kind of scenario in JDE
