Need to setup Warhouse location

i have requirement to build warehouse in JDE>

example : I have 10 SKUs and 100 locations at warehouse . But Business is not maintain any fixed area or location as per the SKUs . they are currently perform physically putaway the stock anywhere and there is no specific location allotment for each SKUs. But they are mixing any SKUs at one location .

So in this case , i can't able to use Fixed or Random movement instruction as we have to mention or specify the location as per the SKUs categories..

So what solution should i approach here ? what method will work in this scenario?
