What is the eligibility criteria for draft revenue in 12.2.10 using the PARGDR process?

We are upgrading from 12.1.3 to 12.2.10.

When we run the "PRC: Generate Draft Revenue for a Range of Projects" in 12.1.3 without Project Number parameters, we only get a few draft revenues.

When we run the same process with the same parameters in 12.2.10, we get 1,200 draft revenues, mostly on old projects.

Specifically, what are the changes in eligibility criteria from 12.1.3 to 12.2.10?
