QA Check Performance issue

We have a custom package that we call to do the QA Check in Oracle Quoting. We are experiencing a performance issue. The FIRST time QA check is performed, it takes about 30 seconds to do the check on the screen. The subsequent checks are pretty fast.

We turned on logs to see that the below messages in log. This is there for the FIRST TIME QA check is performed. This is not in the logs for second and third times QA check is attempted.
