Email notification without Diagnostic Pack - just for Clusterware

I know this topic was discussed in the past because I've found some older discussions related. However none of these exactly maches my case.

I build 4-RAC Extended Cluster (19c). Database will be licensed with EE/RAC and Adv. Sec., but without Diagnostic Pack. I just need notification for Clusterware (resources) and for ASM (quorum disks removal, etc.).

I reviewed Licensing Guide and still scratch my head over the need to have Diagnostic Pack in this case. I've made the test in the lab where I do have EMCC 13.5U3 installed and simillar cluster connected. I've disabled ALL packs using Setup -> Management Packs -> Management Pack Access. I see that all the links realted to performance has been disabled, I do not see alerts on database targets, etc.
