cpu_count parameter

Hello All,

Confusion on cpu_count.

I am running oracle 19.13 standalone. (migrating to PDB's in the near future)

Linux Redhat 7.x

I need to reduce the number of cpu's utilized by our instances for our migration. I have no issues with that because based on server reports cpu's are less then 10% average utilization.

The question, I have read I have to use the DBRM to change the cpu_count and cpu_min_count but I also see that in the oracle doc its not required?

Im trying to figure out if I can lower them, so I need to begin the testing prior to making a cpu commitment. Can someone confirm if I can just change the parameter without enabling and configuring a resource management plan.
