Missing Enroll Button in CS 9.2 Fluid Enrollment

I am troubleshooting an issue for one student who is not seeing the Enroll button when using Select/Add Classes in the enrollment activity guide in CS 9.2 Fluid. We are on CS 9.2 PUM 23.

I have verified the term activation, with no difference between this student and another who does have the Enroll button displayed. There are no holds to prevent the student from adding classes to the shopping cart. I have logged in as the student on my PC in both Firefox and Chrome using a private/incognito browser window, and the Enroll button is consistently missing.

I welcome any additional ideas on what to troubleshoot. Our enrollment period opens today, and this student needs to be able to register for classes for next year. I am stumped.
