How to load WHODD C3 Sep 2021 China version from backend for Argus 8.1.3.

As WHO DD China version is not supported in Argus currently.  Please explain how to load WHODD C3 Sep 2021 China version from backend for Argus 8.1.3 and query the tables for lookup. While Loading from Schema creation tool WHO DRUG Loader it's gives exceptions like Exception: ORA-02298: cannot validate (WHODRUG_SCHEMA.FK_WHO_DRUG_THG_MED_PROD_ID) - parent keys not found.
