In ELM 9.2, Existing Program requirements have changed

I have added a new effective date on the certification program and I expect everyone who is registered or inprogress should now have the new requirement since old requirement is not valid anymore.

How do we achieve this? currently learners who are registered into the program still show with the new old requirements and the newly registered learners only get the new requirements.
