From demantra workflow stored procedure step not able to submit the concurrent program

From demantra workflow with the help of stored procedure step we are calling the custom code to submit the concurrent program .But stored procedure step getting errored out at fnd_global.apps_initialize with the below error statment

ORA-20001: Oracle error -1422: ORA-01422: exact fetch returns more than requested number of rows

has been detected in fnd_global.set_nls

This issue is getting occurred in 12.2.7 after upgrade fnd_application table having two set of records so it causing issue.when we reached to dba team they told that they will have two set of records

Could you please help me how to submit the program from demantra workflow
