Peoplesoft SQR Report error you are not authorized to view the reports

Hello,

We have a Scheduled SQR report with a distribution list added for a few Employee ids and group emails in the distribution list of the scheduled reports. However, when the user tries to access the report output.pdf file from the distribution details link sent in the email user is getting an error saying that "You are not authorized to view the reports". Could you please provide some inputs on how to fix this issue? screenshots are below.
